Session Description
Update on emerging regulatory issues within the Occupational Safety and Health Administration (OSHA). Topics will include OSHA’s policies, rulemakings and interpretations as well as continued enforcement within the grain handling industry through National, Regional and Local Emphasis Programs including heat injury and illness. In addition, Jess will provide an overview of the National Fire Protection Association’s combustible dust standards.
Meet The Speaker
Jess McCluer
Vice President, Safety and Regulatory Affairs
National Grain and Feed Association (NGFA)
Jess McCluer is vice president of safety and regulatory affairs for National Grain and Feed Association (NGFA). He is responsible for directing and managing the NGFA’s wide-ranging operations programs for grain elevators, feed mills and grain processing plants. This includes NGFA’s activities regarding employee safety and industrial health, environmental issues, grain-handling facility design and equipment, grain inspection and weighing issues, grain and feed quality, crop technology and agroterrorism/facility security related issues.
McCluer also serves as chair on the board of directors for the Agricultural Safety and Health Council of America (ASHCA) and is co-chair of the National Institute for Occupational Safety and Health’s (NIOSH) National Occupational Research Agenda Sector Council for Agriculture, Forestry and Fishing. The Journal of Agromedicine selected him as its 2021 “Leader in the Field.” The annual award is for those who have made significant contributions in agricultural safety and health practice, policy, and research.
Prior to joining NGFA in 2007, McCluer was a program analyst at OSHA’s Office of Outreach Services and Alliances. McCluer is a native Texan who received his undergraduate degree from Texas A&M University and his Masters of Arts from the George Washington University.
